‘Do policies to promote community participation in governance build social capital?’ is a study by Demos for the Joseph Rowntree Foundation.
eGov monitor (http://www.egovmonitor.com/node/8618) summarises that “Tenants associations, school boards and community projects are being dominated by the same small group of well-connected members, risking maximum benefit to the wider community through routine decisions they make.”
