Review of charity status delayed

The Scottish charity regulator OSCR has delayed the completion of its current phase of the Rolling Review of charitable status (the Charity Test) from the end of May until October.

The review is looking at how existing charities meet the new tests under the Scottish Charities Act (similar but not identical to the new tests south of the border), focusing initially on 30 selected to provide a representative sample of ‘priority’ charities - including schools, care providers and membership organisations.

OSCR cites issues such as levels of fees and other possible restrictions on access; the provision of charitable benefit for people that are not members; and ongoing research into affordability of charges as areas that require more work to ensure consistency in applying the charity test.
